no u still have to wait if u dont have premium, just because its happy hour it doesnt mean anythin it just means the files dont need a password, u still have limitations if ur a free user

he is right: don't complain, he is doing this for free AND there is a way to download one file after another from rapidshare free, google for a method on how to change your IP adress and change it every time you want.
