looks like a gimmick, some sort of gimmick that is smaller than your hand that can make a "tattoo" "appear" on your arm, than pull it back to remove the "tat" than slip the gimmick up your sleeve

i think it's some kind of nylon tights / pantyhose up your sleeve..

you cut them to fit your arm and then write/draw something on it...

wow this is actually looking pretty good. it would be awesome to use:

guessing it has something todo with tattoo sleeves (there are nylon things that you can print/draw on to make fake tattoo sleeves... which is why in the sample it says ALMOST ANY skin tone... =)
